It's very easy for a non-Spanish speaking tourist to meet nice, single girls who are prostitutes, and one should go to such a club where these girls work. If you mean a girl that charges nothing for her time, it's as easy for a non spanish speaking Brit to meet girls in Colombia as it is for non English speaking guys from Uzbekistan to meet girls in England. If you can't speak the language then how in the world are you going to meet "nice single girls?
Why would a nice "normal" Colombian girl have anything to do with a foreigner who she can't communicate with? The point here is that English is not widely spoken in Colombia. And it's pretty hard to chat up the locals when neither of you speaks the same language. Maybe you should go to Jamaica instead?
English is a prerequisite to finding a better job in Colombia , like schools here, another language counts for graduation. Of course there is a lot more emphasis on learning English in larger cities and tourist areas such as Cartagena. Take Bogota for example, a large part of the nieces and nephews in my extended family are proficient in English.
